Where to look for IT job?

Hubby is job hunting again, and I was wondering where poeple look for computer programming jobs these days? He had a look in Fridays Irish Times, but there was only one position...
 
If he uploads his CV onto Monster and makes it visible to all, he'll be inundated with calls from agencies. Alas, a lot of them will be touting the same jobs. However, it is a convenient way to let the agency come to him. Then he can concentrate his job seach on employers and use recruiters as a backup. He'll probably get a better "strike rate" going directly to companies than relying on agencies. At least, that's been my experience.
 
What type of IT does he do (networking, programming, which languages) ? What level is he at ? Where are you based ?
