Whats the issue with multi-strand cable used for fixed wiring

Normally fixed wiring to lights, light switches and sockets etc is the single core grey wiring, mostly twin and earth, or single grey PVC/PVC singles for brown/blue

Issue has arising with a house survey where some flexible cable has been used as fixed wiring. ferrules have been crimped on the multicores.

Surveyor in report says it fails the RECI rules.

The case in point is under-counter and glass door kitchen press lighting is fed from the roof space above in a bungalow using flexible 3 core.

Any insights?
