What's moving my mulch?

I recently cut circular sections around the trees & shrubs in my garden, laid black plastic and covered with wood mulch. The idea being that I would not have to keep trimming the grass around them.

However, for the past couple of months something has been digging the mulch out and scattering it on the grass. I don't mean one or two spots, I mean every single one (about 24 locations I think). I rake it back, the 'thing' digs it out, I rake it back... you get the picture.

Mostly happens at night so haven't been able to figure it out yet.

Any insight (and even better - solution) would be much appreciated.

Cats or other nocturnals are probably using it as a loo.

Chicken-wire over the mulch stapled to the ground with bits of wire coat-hanger.

I figured it might something along those lines but was hoping there was an easier solution.

I haven't smelt anything but then again, I haven't been sniffing around either.

Will try the chicken wire and coat hanger solution out.

Possibly because of the ground mat, hedgehogs or other animals are only able to get at worms at the base of the plants. Can also be birds.
 
ITS BIRDS i LIVE IN KILDARE AND HAVE WATCHED THEM DOING THIS FOR YEARS BEFORE I GAVE UP AND PUT IN PEBBLES
 
I agree ... birds... had mulch nicely laid under hedging on ditch and they pulled it everywhere .... the little ..... devils! :)
