Water turned off this morning and now tank not filling

The mains has been turned on and off the last couple of days. The latest was today but all the neighbours in my estate have got their water back and tanks in attics filling. Mine isn't. ANy suggestions? The pipes are insulated and I have attic heater also so I don't think the pipes are frozen.

I am not sure where you are but many places have water but very low pressure. The water needs a certain amount of pressure to get up into the tanks in the attic. Just give it time. As your neighbours fill up, they will require less water and thus pressure will increase. I have seen it go one house at a time. Some water services are keeping the pressure down on purpose until they fix leaks and fill reservoirs. I think you can safely say that none of your pipes are frozen anymore in this balmy weather. I was talking to a guy in Galway county council and he said they are struggling to keep the water pressure up because of leaks and overuse/waste. There will be water problems for weeks.
