water not heating to max temp

have recently had the builders in and have just noticed that the water heats up to its max temp when i use the immersion switches but using the gas heating does not have the same effect -unlike before the build started.any clues why this is happening?
 
What is the thermostat at the boiler set at?

And if you have a thermostat (not immersion) stuck on the side of cylinder, what is it set at?

You may need to open balancing valve a little bit, you should find it on the bottom heating pipe that enters the cylinder coil. The heating pipes enter the side of the cylinder 18" apart and parallel.
 
as DavyJones said, open this valve, but a quarter turn each time and see how it gets on
 
Thank you both-- that has done the trick. The builder confirmed to me today that he had tampered with it and armed with both your suggestions he confirmed that is what the problem was. thanks indeed.
