For a person domiciled in another country but resident in Ireland for the last 10 years - what country counts for citizenship for this form?

Citizenship is different to both - what does your passport state? However, if you also have multiple citizenships, I would default to where you are tax resident. I assume from your question you are tax resident in Ireland but live somewhere else. Given the W8 form is (amongst other things) determining the appropriate withholding tax rate and whether treaty rates apply, I would go with country of passport of if that's unclear, tax residency (Ireland in your case)
