Vodafone contract finished, where next?

I've been with Vodafone mobile for many years (at least 15) and am now out of contract. Usually upgrade at this stage for another contract but it's gotten very expensive. The phone I would be upgrading to is about €500 and is just a larger version of the one I have.
A real upgrade would be about €1000.
Any suggestions for another service provider?
I spend about 5-6 months in France every year so need to be able to use my phone without incurring high phone bills.
Pay as you go won't work being abroad and I'm not that organised to top-up regularly.
Looking forward to seeing any suggestions.

get their sim only plan 25 a month (increasing to 35 after 6 months)

vodafone have the best roaming in my experience
