Visa Electron (Debit Card)

I was wondering how i get a Visa Electron (Debit Card) in Ireland. Which banks provide this debit card?

I am trying to reduce the fees i have to pay Ryanair and other online credit card fees. For example Ryanair charges 5 euro everytime i purchase an airline ticket from them with my credit card but charge zero if i use a "Visa Electron" debit card.

Havent seen them available in Ireland. Maestro (Run by Mastercard) are the other type of debit card. In France (anyway) they issue the Visa debit card with their bank accounts so my guess is that its a continential thing. Visa issuers in Ireland http://www.visaeurope.com/iwantvisa/getacardlist_getacard.jsp?country=ie but I dont think any do an Electron card.

i haven't seen them here either.
