Vesting Certificate - Pending Dealing

Currently sale agreed on a second hand property in Ireland and after our solicitor carried out a land registry search, it appears that there is a pending dealing for a Vesting Certificate. The property would have been originally owned by the local authority and leased. The current owners purchased the property within last 10 years and the pending dealing application was made within last 2 years.

Does this mean the current owners do not have full title to the freehold if the vesting certificate is pending dealing?
 
Hi - they have said they have not come across this before and it appears concerning si they have reverted to the seller's solicitor to query why this had not been disclosed in advance when completing the questionnaire and sending over the contracts. So we are waiting on a response from seller.

I am querying here in case anyone has come across this before when purchasing and what the outcome was.
