Very concerned about gunge in attic tank

Hi, Can anyone help. Just went into the attic to make sure pipes were insulated. I have two plastic water tanks. A small one sitting above the big one. The small one is full of gunge. A white and brown jelly like substance. It covers the full area of the small surface. It's disgusting looking. Could this be dangerous? What can I do about it? DIY is not an option. Would really appreciate any advice.
 

Could it be limescale? do you live in a hard water area?
 
I don't know if it's a hard water area. I'm in Dublin 15. Haven't noticed excessive limescale on kettle etc. It's kind of a jelly like substance. Never noticed it before.
 
The small tank is probably a header tank for your central heating system, so the water just circulates through the radiators.

The system probably needs to be flushed through to get rid of the gunge, but it doesn't get into any tap water in the house.
 
That's great. Thanks so much. That's a relief. I had envisaged having to fork out loads of money to get this fixed.
