Velux with rope attached (fire escape)

I think I read somewhere about a Velux type window that has a rope attached inside the house so, in case of fire, the rope can be thrown out the velux window and the person can climb out safely.

Would anyone know where I could source these? Any idea on price to purchase/install?

Has anyone got them installed?

Are there any building regulations associated with them?

Any help would be appreciated.
