velux window up high through tunnel - need blind for it

hi i have a velux roof light, up fairly high thru a tunnel. prob is im renting room and tenant wants a blind for it. i rang a few blind places and they recommend getting a remote controlled blind as its up high but some say the fact its thru tunnel they might not be able to fit it...

is there any other solution (without using remote control)....could i get a horizontal blind at roof level (i.e where the tunnel begins toward the velux roof light)

if the window turns right over you might be able to get at from outside
