Vat registered but am i vat 13b registered ?

I m a sole trader in retail. I m vat registered , I have to make returns every two months. I need equipment for my business, im running a ADwords campaign etc. I was under the impression that I don't pay vat on these transactions but have been asked for a Vat 13B cert.

What is a Vat 13B cert / Number ? Is it not my VAT Reg number?

(i do the accounts myself and i m a newbie)

13B is for certain businesses, largely export orientated who due to their type of business are exempt from Irish VAT. If you are Irish VAT registered and trading here then you would be liable to Irish VAT but would be entitled to reclaim that VAT on your VAT returns ( where the expense is wholly business allowable ) .
