VAT on On-Line Services purchased from the UK

I am paying on line to a UK company to provide services to me related to a building on mainland europe.

They are charging me the Irish Vat Rate .... Is VAT paid on such transnational / online transactions and i would have expected the UK rate to apply ?

Any thoughts ( and I should add the transaction is a personal one and not abusiness one)
