Vacant Property Grant - Evidencing a 2007 build

I'm in the process of buying a one-off rural in Meath that was reportedly built between 2006 & 2007 with the expectation of getting a vacant home grant. The property was finished structurally including roof, windows and doors but not never finished internally. It's effectively a shell that was never occupied and never connected to the grid.

The challenge I foresee is demonstrating that the property was constructed to its current state prior to 2008 to ensure we can get the vacant homes grant. A notification of commencement for the property was issued Nov-2006 which stated a estimated completion date of Nov-2007. The earliest Google Streetview or Earth satellite view after 2006 is 2009.

The ask of the council is as follows:

Ordinance Survey Map highlighting the date of map and pinpointing the exact location of the vacant /derelict building – demonstrating that the property existed prior to 2008. This can also be evident on the full folio document.

From my experience I'm not sure that the folio will evidence when the property was actually built. There is a relatively small window from when its assumed the property was built and the grant deadline (end of 2007).



Are there any suggestions of what information there might be available that can demonstrate, or support an argument, that the property was built before 2008?

What sort of threshold have others seen applied when asked to demonstrate that a property was built by a certain date?

Was it ever effectively completed? Any certs issued? Was it registered for LPT?

I'd advise speaking to a local planning expert before committing any money to this, you want to be sure there's no chance that the the previous owners avoided LPT in a manner that now means full planning permission would be required to bring it into use.
 
Very valid point regarding LPT and I'll get that checked out. There is also a judgement mortgage in play so it would be surprising if it was allowed to reach that stage.

No original certs available that could have established the build date. Something retrospective will need to be done for compliance purposes to facilitate the transaction.
