University employees.. public servants or not?

Are university lecturers etc considered to be public servants liable for pension levy payments? With the free fees scheme in place does government funding pay a proportion of their salaries? How does the university have the funds to pay them otherwise?

University lecturers are subject to the pension levy.

As are the administration workers in a university.

As are fixed-term research and contract workers whose salaries come from outside sources, not the university, government or HEA. All very unfair.
