unfinished driveway,need help with foothpath

hi everyone,
i got a new driveway put in last week. the builder seemed ok at the beginning but by the end of the week i wasnt so happy with him or his work. the job is finished now but not to the highest standard. he knew i was a female on my own doing the job and tried to take complete advantage of this. he was supposed to also drop the kerb for me so i can get into the driveway but he didnt do it. he kept fobbing me off saying he needs to sort it out with council first. i know this is true as it is a public foothpath and not my property but i just know i will never see this builder again. i paid him for the driveway job but not the dropping of the kerb so at least he doesnt have all of my money. could anyone advise me what i should do now? do you think another builder would finish this off for me? how much do you think it will cost? its a 3 metre opening . how much do the council charge to do it?
i have a temporary concrete ramp at the moment so i can actually get the car in but i know that im not meant to have this and im afraid that the council will complain.
any help or recommendations would be greatfully appreciated.
 
afaik you need planning permission to make changes to footpath.. I could be wrong. Was the work the builder done bad or is it just he didn't do the bit my the road?
 
Thank you so much for replying. yes i have plannnng permission for both the driveway and the foothpath outside. the planning does say the work can be carried out by the council or by the applicant at the councils discretion. The work carried out by the builder is not all bad, it just not finished off to the standard I would have liked, lots of little things are not finished. And as much as I hate to admit it I have nothing in writing from him. The builder I had said first of all that he would do the foothpath outside in a few days, then he said it would be next week and then he said oh it could take 5 or 6 weeks. I just dont think he has any interest in doing it. I was thinking of going to the council today to find out how much they charge to do it but I'm afraid it will be a small fortune .
