Unemployed and dental work refund

Asking this for a friend, so I don't have all the details. If someone who is claiming unemployment benefit has dental work done (teeth crowned etc) and pays for it, are they entitled to any refund from revenue or welfare if they didn't pay any tax during the year in which they had treatment?

Can't claim it back under tax relief for medical expenses paid as that is a refund of tax and you say no tax was paid. Can't imagine there is any other refund available.
 
Per Med 1 form " from 2007 and subsequent years you may claim refund of tax on behalf of any other person (no restrictions)"

Simply process the Med 2 (dental claim form) with a tax payers own claim. Pick one in higher tax bracket if this expense was in 2008 as claimants will only receive refund at 20% from 2009!
