Ulster bank tracker rates been given back at the right ecb rate

Hi
The tracker I got back in January 17 was 0.95 but is the ecb rate of 4.3 right.
Also has anyone received and refund or compensation etc or letters with more information tia
 
The ECB rate in January 2017 (and since then) is 0.25%.
Where is the rate of 4.3% coming from?
 
Rate of 4.3% could possibly have been the rate at the date that the contracts were signed? Mine was 3.65%.
