Ulster Bank fixed rate - want top up

Hi
I’m in year 1 of a 5 year fixed rate (re fixed just before they pulled out). I’m thinking of getting a top up for some work on the house. I presume UB aren’t doing these now. I haven’t really been following the mortgage sale process but I understand the fixed ppr book is going to PTSB next year - does that mean that top ups are not available until the sale to PTSB is finalised?
