Thinking of moving from BOI to TSB ICE card, does anyone know if they take large balances on transfer (€8k)?

It's all relative as to whether it's large or not - the AIB platinum card has a limit of 15k afaik. Do you have arrears , a bad credit history, other debts or have you not been on time on repayments? If you have a good repayment record and a good credit history I can't see why you wont be able to switch - banks love making money out of people
