My wife is a German National and a nurse, we are moving to Germany soon and she is considering work as a translator.

What courses should she consider, is there a chartered governing body?

We have seen this course are these guys any good?

What are the pay and employment prospects (in Germany or Ireland)

This is the freelance translators community where information is shared and translation jobs are submitted by people/companies.
Employment prospects in Germany or Ireland are not that important because if you are a freelance translator then your location is almost irrelevant once you have broadband and the necessary translation tools...I would recommend Trados Workbench (I am not connected to them in any way but it is the most commonly used)
The key is to get in with a Language service provider (LSP). Approach them and ask them if you (your wife) can take a language test. If successful it can result in a lot of steady work and better word rates than through Proz.com

The [broken link removed] (DipTrans) is a well-regarded professional translating qualification. You can sit the exams without attending any course, but it's probably advisable to take one.

I don't know anything about WLS, but they're listed among the [broken link removed]. DIT (Kevin Street) used to do an evening course a few years back, but I don't know if they still offer it.
 
Dunno, ask a German-based freelance translator? Or have a look around the forums of the site Keed linked to?

Afaik the typical word rate for freelance work is not great, considering the skills required, and there would be a lot of competition in the English->German pair.
