Transferring Credit Card Balance

If I transfer my credit card balance to a new card will I have to pay another €40 tax within the same year, does this also apply to laser cards if closing a bank account.

You should not be hit for stamp duty on the double unless you retain multiple cards/accounts. If you transfer to another card and get rid of the original card/account (or maybe vice versa?) then you should not have to pay a second SD charge in the same year. See [broken link removed].
