Time limit on estate dispersal in Scotland?

Is there a set time limit for how long an executor can take to sell a property forming a deceased's estate in Scotland?

I ask because it has been 18 months since the executor received probate and he has not sold the deceased's residence in a retirement home. The service fees are racking up each month and he seems determined to sell it privately, despite several other units in the development having sold via agents in the meantime.

How long can this continue while I, as the joint beneficiary along with the executor, wait? I would like to force an auction or for it to go to an estate agent.
