Term Loans

With 100% mortgages the bank doesn't give you the deposit so you have to get a loan out called a term loan for approx. a month.
I've been quoted 8.9% with Permanent TSB for a €40,000 term loan.
Is there any place cheaper?
I don't have enough history or savings in the Credit Union to use them.
