Hi guys

If i hand in my notice to my current employer am i obliged to tell them the name of the company i am going to

No. Just give him whatever notice you're required to.

Not going to a competitor but the reason i dont want to tell them is there was an incident last year when someone handed in there notice and said the name of the place they were going to. Then the new company was phoned and told the person was unraliable ect ect which was completly untrue

There could be a clause in your employment contract stating that you cant work for a competitor for x (usually 3) number of months. Possibly only under that circumstance would you be obliged to disclose the competitors name - but you arent going to a competitor so the answer to your question is; No - you dont have to tell them.
 
If you want to avoid conflict, then just tell your current employer that you haven't yet decided where you're going. That way your new employer won't be getting a call from them. It'll also get you out of having to lie about it - may not be great if you need a reference in the future.

Tell a lie to get out of telling a lie, interesting...How believable will it be that someone gives up a job without something to go to, given the current economic climate (rising unemployment etc), and particularly if the OP has a mortgage.

Given what the OP said about the employer bad mouthing another leaver to his future employer, I'd be VERY reluctant to ever use them as a reference.

If so, it may influence how you handle this. Your employer will know you're leaving to start with another company. If you tell him obvious lies, it may influence his reference.

On the other hand, anything (good or bad) he says about you in a reference has to capable of being supported by evidence so he can't slag you off just for the sake of it.
 
If I was an employer and somone rang me to tell me soemone was unreliable I would be wondering why they were so keen to keep them on so.

Yes i have been offered and taken the new job and will be signing contracts today / tomorrow so i dont need a reference from my currant employer
