Taxation issues - Short term contract abroad

My query relates to the construction sector and working abroad:

Suppose an Irish building contractor (sole trader) based in Ireland is offered a short-term building contract (sub-contract basis) in England. Expected duration 3-4 months.

He has 4-5 employees who are employed on regular basis – i.e. whenever he has sufficient work.

The contractor proposes to relocate to England and to employ some / all of his regular employees for the duration of the contract.

My questions please:
1. Presumably the contractor should operate the Irish PAYE system as normal (– i.e. same as if the work was in Ireland) for the duration of the contract?
2. Is there an equivalent of “ Country Money” for short term contracts overseas (construction sector) i.e where travel / subsistence expenses may be paid tax free
3. Presumably the Irish contractor can invoice the English contractor for his services for a contract of this nature? If so, is there an equivalent of the Irish RCT system for such contracts?
