hi, can anyone tell me if I live abroad and earn an income from a house that I'm renting in Ireland, what's my income tax liability?
 
20%, assuming you've no other taxable income. See p. 10-11 of this Revenue leaflet [broken link removed].
 
Very briefly

You are taxable in Ireland on all Irish source income, irrespective of whether you are resident, ordinarily resident or domiciled here.

You may also have a tax liability in the country where you are resident
but this may be relieved by a tax treaty between the two countries
