Hi, I changed my question to:
Can you write-off foreign rental income loss against Irish rental income if the foreign rental income is from a country where Ireland has a tax treaty with? Thnks
 
Quick answer is no!

Case III loss (foreign gains/losses) versus Case V (rental profits/losses).

Tax treaties don't come into the question.
