There's a longer version explanation from Revenue, and it seems there is an exemption for children of self employed people, so long as conditions are met (essentially that it's legitimate, insurable employment).

The bit that threw me was my personal experience is with the family farm. Farmers children can't normally get the credit for working on the farm - but the reason is if they live at home they don't have to pay PRSI. And paying PRSI is one of the conditions for the exception. Or something like that.
