I was applying for tax clearance reference number today. Myrevenue.ie indicated an issue with CGT in tax year 2019. I have no capital gains to disclose for that period ? Tried ringing their 1890 number but only to get a recorded message saying they are unable to take calls at present due to Covid-19. No email address that I can find to address a query to either. Do I just file a CGT return for 2019 declaring nothing to declare or send an email to that effect or what ? Tax clearance needed for HAP purposes.

What exactly does the message say regarding CGT For 2019. Returns aren't due for 2019 yet. Did you happen to pay an amount of CGT last year? Or could it be CAT rather than CGT?
It looks like it's not recorded on the system then. You'll have to contact Revenue via myenquiries to request the record be updated with your IT38 return. Send a copy of it too in case it's been mislaid.
As forecast by @relax carry on the return had not been recorded on the system. I got on to revenue via MyEnquiries and got a response within a day. Scanned the acknowledgement letter I had received at the time and also my copy of the return to the revenue official and record updated there and then.
