tap into existing well for water supply

Hi all,

I hope to tap into an existing well for water supply for my new dwelling house.
1) do i need to carry out a quantity test of some sort to prove there is a sufficent supply?
2) who should carry out the potable test on the water should it be witnessed by my local co co.
3) what other info should be included in my planning application
