Wrong forum Summons for failure to display tax

I received a summons in the post for failure to display tax on my car. The address given on the summons indicates that I was driving the car on the road at the time. I was not pulled over by the Gardai at the alleged date. I have heard that Gardai can check a number plate to see if the car is taxed.

Do I have to be then pulled over to get a summons?
