If I have cctv footage of a 14 year old purposely and maliciously damaging my property can I claim against his parents to replace the damaged item?

You should report the matter of criminal damage to the gardai.
Apologies I see from another thread that you seem to have done this.

Speak to your community Garda and get their advice before doing anything. You could be opening up a whole can of worms for yourself.

Obviously you don't want to see this 14 year old walk away but best to get advice before proceeding.

Simple answer - No. You can ask them to replace it, and tell them you'll report it to the gardai if not done.

I don’t expect a judge to even be involved as I am presuming he’ll get a warning from the J.L.O. and that will be it.

Simple answer - Yes.
As advised above, you can certainly ask them to replace it but in doing so, I would strongly advise not to issue a threat along with the request.
In general, people do not respond well to threats.

Have a read here, Damage caused by Minors, but be aware it's not easy reading and if you decide to sue, even with CCTV, there is no guarentee you'll get the result you desire.
