Stamp Duty Clawback Payable or not?

Please help me someone! I have had a letter from revenue investigating weather I owe them stamp duty or not.

I bought my house in Feb 2005 and rented it out for the first time Feb 2007.

As I am just on the border for the 2 year law thingy - do I have to pay it - does anyone know? Would it quite simply come down to the date by the day then? If so I can find out the exact days and hope to god it was after the deed of transfer date 2 years on...
 
I'm not sure that you fall into the exemption if you rented out from February 2007. I got confused about this on an earlier thread (here). It looks like the 2-year exemption term only applies where you first rent the house out AFTER December 2007. And, in any case, you rented in February 2007, prior to the December 2007 budget and so, at that stage (Feb 2007) the stamp duty clawback was indeed payable as they hadn't changed the period from 5 years to 2 years as at Feb.
 
Did this letter arrive without any contact from revenue?
Is revenue doing a random check on properties?
