The 'current' grant system is for retro-fit into existing houses. The 'new' dwelling phase of the grant is over.
The reason for this is as follows:
Its makes a lot more sense to provide public funding by means of grant aiding to existing houses whose building energy rating may be a D or E rating, than to provide public funding to a new dwelling that will be required to (under current building regulations) :
(a) have a BER rating in the range of B2-B3 (usually)
(b) have a minimum of 10kwh/y/m2 of its heating energy (or 4kwh/y/m2 of electricity) supplied from renewable sources
Proportionally, the energy saved on a D house are massive compared to a B dwellings for the same rate of public funding.
The 2005 regulations will be applicable to you IF you do manage to get the building to wallplate level by 1st july 2009. If not, then the 2007 regs become applicable. The 2005 regs require a good level of energy conservation anyway, with minimum u values required to be met. Generally these would result in a C2-C1 BER rating...
Over the life of your dwelling you will save a huge amount on energy costs when building to current minimum building regulations, compared to a dwelling build say 15 years ago...
