as the plot is very small i tend to grow onion sets each year. the soil has become very poor and am wondering how best to improve it for onion growing.

Well rotted manure put on at end of this seasons Sept/October. Let the worms pull it down to save you the digging. Sow sets in March/April next year. I also feed well now with Chicken manure pellets and again before and during the growing season. As small a plot as you have you should rotate within the plot what you are growing each year so as to avoid disease build up. Split the plot into quadrants and move the onions around the quadrants each year.

Why don't you just grow something else next year that would have different nutrient requirements, give the soil a break and give yourself a bit of variety.
