A neighbour of ours has had one of those plastic skips, full of rubbish outside their house now for over four months. Apart from the obvious eyesore, the issue is that the rubbish from the skip (plastic bottles, general litter, etc.) blows around the parking area to the front of the houses. There are no front gardens and the parking area is probably not yet handed over to the council - if it ever will be. This creates a massive litter problem in front of very house - not just theirs.
I am not sure exactly which house put the skip out in the first place. Even if I did know, I don't think I would like to approach the neighbour, as if they didn't have enough respect to remove it by now, it's unlikely they would react postitively to someone pointing this out to them. [Co-incidentally or not, the car parked beside the skip recently had all four of their tyres slashed - I have no idea if this is connected and it cements my view that I don't wish to deal with them.]
