Side Plot

Hi All.

Looking for some advice on a strange situation I find myself in. My house is located on the end of the road. There is a small plot of land beside the house between my wall and the footpath. It leads nowhere and cannot be used as right of way etc. It’s simply a small grass patch that leads to the wall of the house at the rear of my property. The patch of land is still owned by the original builder of the estate who has offered to sell it to me to allow me to extend my garden.
Upon further investigation it seems that the patch of land is designated “roadside boundary” with the local coco. (They have also been maintaining this pilot of land for 15 years approx).

If I pay the builder for this plot of land and get it out into my name will I be able extend my garden into it or will I have problems re it’s zoning as “roadside boundary”. Would it be more hassle than it’s worth?
thanks in advance.
