Shared Ownership Transfer from 1 Council to Another

hello folks,

My question is ... is it possible to transfer your 50/50 shared ownership from KCC to say DCC or SDCC. My circumstances has been changed and badly need to move back to Dublin. Has any one done it or any know how to it or is it even allowed?
