There's no clawback with SO. You buy on the open market so it's priced just as any house on the open market is priced and you negotiate with the estate agent as you always would. It's the mortgage that the council give you not the actual house.
(Unless that is you use SO to buy an affordable house in which case I've no idea how that works or if it's even possible.)
