Sensitive tax information on downloaded file

Hi a friend of mine recently, as in the last few days, has discovered that a file was downloads in Feb of this year to his laptop containing tax information on every county and INDIVIDUALS within these counties.
It list names, business, missing tax returns, the whole deal on some excel sheet.
He has no idea where this came from, his partnet discovered it. They do manage their tax from home. I am assuming this sort of info should not be accessible?
He's no idea of how it came to appear and didn't go looking for a file to download.
I told him to contact the Office of the Information Commisioner about it tomorrow as it seems some sort of breach of a system indirectly to me.
Or is this info in the public domain somehow?
 
Could it be the Tax Defaulter's List which is freely available to download.

From my small knowledge of computers your friend/wife would have had to download the file themselves. It would not have downloaded of its own accord.
 
Thanks it could well be that, I was wondering if anything like that was available online. Yes obviously it would need to be physically downloaded, but my point was this was not done in a purposeful manner so it would be a flaw in any system to allow such a download and it has been confirmed they didn't download any file specifically, so the download could have been initiated by an incorrect reference or misguiding referencing link.
