Yes adn from what you say, he is not a Class A 'ordianry' emploee of the company. Therefore, he has no entitlement to JBHi Black Sheep. I have been paying PAYE contributions for him but can't pay PRSI contributions for him, because he's my husband.

This isn't true. You are entitled to the same means-tested benefits as anyone else. If you're not getting benefits, it must be because you have other means.get absolutely zero help when we need it the most.
