S&P500 and ETF and tax liability query

I would like to invest in S&P 500 adding to it over time.
What is the best way to go about it?

Should I buy S&P500 ETFs? What are the tax implications of this? If I buy them from a US broker (TD Ameritrade)? It costs 10.00$ a transaction.

Is there anyway to avoid this transaction charge?

Any ideas on how to go about this would be great.
