Roster issue-minimum notice

Almost every month, our department roster is being issued very very late in the month for the following month-for example our March roster was issued yesterday, 25th Feb.

I find this completely unacceptable and it is turning out to be an ongoing issue. it is being issued without apology or explanation as to why it is taking so longto issue a roster.
One of my colleagues told me that he was told by a frined that you must receive a roster 7days before it comes into effect. Isthis true?
Can anyone shed any light on the issue?

I have other issues not relating to this and am sick and tired of them treating me and the other people I work with, with such disregard.
