I had a difficult year last year. Had tenants that did a bunk leaving big gas & electricity bills behind as well as a lot of repairs needed. Upshot is that property was then vacant for a few months and my allowable expenses were greater than my rental income.
ROS says .
"Total amount of expenses cannot be greater than the amount entered at Foreign Rent"
Haven't filled in a ROS form 11 in a while, but I'd imagine it just means you can only reduce your rental income to nil - which makes since since rental loss can't be offset against other income...
You just carry forward the loss in your own records and claim it against profit, if any, for next year...
