Retention of Planning Permission

I am currently looking to buy a house but the Certiifcate of Complaince with Planning Permission (PP) says it complies "except for 2 additional windows" mad.

Both windows have overlooked other properties for 5 years and their owners are happy to sign letters of consent (eg no objection) .

As a result, the owner is now seeking retention of PP and this could drag our purchase out by months.

Has anyone any suggestions to speed up this process in the circumstances of no objectors? Should we meet the planners in advance?

has the owner actually apllied for retention? i think that from the day the application is received, it should take no more than six to seven weeks to get the result and i can't imagine that they would speed up the process for the purpose of selling a house.
