responsible for apartment sewage works

I'm wondering who is responsible for a problem with external sewage pipe problem. It is a ground floor apartment and an engineer says the problem (structural problem) is with a pipe out side the window under the foot path. The managment company insurance company say they only cover the building envelope and the developer says he is not responsible asthey were built about 10 yrs ago.

I don't know the terms of the your management companies appointment but unless the Council have taken it in charge (highly unlikely) the management company are normally responsible for all in-site services.

If they aren't to set up for your apartments is deficient and this will only get worse as the years go on - who clears a blocked pipe for example - the tenants?

the council will only be responsible if the problem is under the drive way around the estate or the common green, this problem is under the foot path at the side of the apartment.
