Requirements for Money Lending Service?

Hi,

I realise that lending is generally bound by local financial regulations so what do I need to start a service that provides money lending facilities?
Do I contact the Irish Financial Regulatory Authority.. if so, what will I need or how do I go about this?

Any helpful information or pointers is most appreciated.
