Request for Certificate of Comparison of Benefits from cornmarket following switch

Attempting to switch AVC's from Teachers scheme thru Cornmarket to a private Avc thru New Ireland.
Rng to enquire as to the delay in the switch of the funds and being asked for a Certificate of Comparison of Benefits.

As its a switch from an Avc to an Avc it was my understanding this was not required.??
Any advise greatly appreciated. Thanks

Is the New Ireland recipient an AVC PRSA? If so, then a certificate is required if the value is >€10,000.
